Legal Question in Family Law in New Jersey

Divorce and child support set through Bergen County, NJ Court. Both Parties moved to NY and now monitored through Rockland County, NY. Child now over age 18 and has had nothing to do with her Father in over 2 years and continues to want no contact with him. I believe the Father can file to have child support stopped because of this and would like to know in what Court system NJ or NY and how He should go about this.

If father wants to emancipate motion needs to be filed in bergen county.
