Legal Question in Family Law in New Jersey

the mother of a minor is giving consent for the child to get out of the country with his grandfather. the father does not give consent, the child is under the father's last name. is it possible for the minor to get out of the country?

Both parents are required to sign authorization to allow for a minor child to leave the country.
