Can I represent my sister in her divorce related matters against my current (soon to be ex) brother in law?

If you are not a lawyer - NO. It is illiegal to practice law without a license.

no if you are not a lawyer.

and no you should NOT if you are a lawyer, you are far too involved emotionally in that situation. It may be allowed by the rules but it sure is not smart.
