When a wedding is called off, who is responsible for the cancel fees with the venue?

Does the ring need to be returned?

Whoever signed the contract is responsible for the fees. That is a contractual issue and has nothing to do with family law. As to the ring, same is a conditional gift, given to the bride-to-be conditioned upon marriage. If there is no marriage, then the ring must be returned.
