An application to change status shall be filed before your current status /I-94 expires (while you are still in status).

Processing of the application to change status to F-1 in Califirnia and Vermont Service Centers takes approximaterly 2.5 months.

In addressing the issues you raised, I have noted the date that your I-94 will expire.

Your B1 visa is a visa for temporary visitors for business.

In order to change your status you will have to give the immigration service proof that you had in fact conducted business while you have been here in the US. You might also be liable for US business taxes.

As for getting an F1 visa you will have to apply to a college for a academic course.

If they accept you then immigration will give you the relevant application and provide you with the necessary documents that you will need to give to the immigration service.

Please note that you will have to provide proof (bank statements) that you have money not only to pay for your courses in full before it starts, but also to live on (rent, food etc) for the entire period that you will be remaining in the country, for you will not be able to work.

Moreover, in becoming an academic student the US immigration service will require you to maintain a residence (an apartment or house) in your country of origin because the F1 visa is a nonimmigrant visa. You will have to provide them with proof which the local US consulate in your country will check.
