Legal Question in Intellectual Property in New Jersey

I am a teacher at a performing arts high school. At the end of the year, we hold public performances to give our students an opportunity to apply the techniques they've learned in class to a live performance.We do not charge admission (we suggest a $5 donation to the school), and we forbid video taping, and we as the school video tape so we can go back an evaluate the student performances. In terms of copyright responsibilities, do we require permission from the rights holders for songs/scenes/music used during these performances?

Any attorney will tell you, the short answer is yes. If someone is performing a song that is copyrighted, unless an applicable exemption exists (like fair use), permission of the copyright owner is required. Consult with an intellectual property attorney in your area for specific advice.
