Legal Question in Landlord & Tenant Law in New Jersey

wants to get a tenant in an ilegal apartment

My friend own a house and rented (illegaly to a couple and nephew. She has a lot of problems with him and needs to get him out since she realized that she can get inot a lot of problems with the law, how can she do this without getting in problem?

The problem is that the law entitles a tenant in an illegal apartment six months rent for moving expenses. The solution may be to get them to move using the carrot and the stick, offering less money but not actually filing an action to evict in Landlord/Tenant Court.
