Legal Question in Medical Malpractice in New Jersey

I was refused medical treatment because of my weight

Eight months ago I twisted my ankle while walking. I thought it was just a sprain at first but when the pain didn't stop after a month I went to a podiatrist. I had x-rays and an MRI and they told me that I had torn ligaments in my ankle. I was referred to podiatrist after podiatrist and finally to a foot specialist. The first few podiatrists kept passing me on to someone at a higher level. Finally, I the foot specialist told me that becuase of my weight he would not perform the operation becuase the chances of it being successfull were 40% due to my weight. The chances of me being in pain for the rest of my life is 100% is I don't have soem sort of surgical intervention. Are doctors just allowed to refuse treatment like this?
