Legal Question in Wills and Trusts in New Jersey

if an executor (for reasons unknown) doesnt pay property taxes on a home and doesnt file state and federal tax forms within the 8 month requirement, are they responsible for all the late fees/penalties or are the beneficiaries responsible with those?

The Estate is responsible. There could be an action by beneficiaries to have the current executor removed.
