I was kiddnaped from an appartment complex with 24hr security right after a noise ordinace call was checked in from the city police at the apartment i was kidnaped from (litterally like 20min later). . . can i sue the apartment complex security

Perhaps, depending upon a number of factors, but if you were not substantially monetarily or physically injured, it's not much of a lawsuit. Consult a personal injury attorney near you.
