Legal Question in Consumer Law in New York

Hello, i have been sold a damage vehicle with fake safety inspection sticker by a dealer who is refusing refund or repair. The car is protected by the state lemon law and also came with one month warranty. The car has been at his shop for the past 40 days. I am trying to file arbitration against him. However, the car is under my father's name. My bought me the car because i was sick and had to regularly see the doctors. Now, i have this non-functional vehicle with power steering pump failure and engine oil leak. My father has asked me that he will not be able to take many days to go for an arbitration. Could I please know if I, his son, could go to the arbitration on his behalf so he could continue working to make the end meets while i can settle this matter myself. Is there any power or attorney or method which would allow me to settle the case. Thank you in advance and your advice will be kindly appreciated.
