Credit card offered to settle

One of my credit cards has offered me a settlement at 25% of the original balance.This offer almost seems to good to be true and makes me suspicious of it's intentions.The offer was made over the phone,I have no paperwork yet.However,in order to stop the account from going to a lawyer's office,I have been asked to send them $100 in 2 days.I am afraid that by giving them this money before the 25% settlement has been made secure with paperwork, I will be instead accepting to pay 100%.Is a phone offer secure in my case?
