Legal Question in Credit and Debt Law in New York

Dear Lawyer,

I worked with a home improvement contractor on a project to remodel a commercial space to be used as an African market. The contractor worked on and off the project leaving all the work for me. Meanwhile he wasn't paying me as he should and always said the owner will be paying soon and I will get paid. After a while, I decided to quit for non-payment. The owner called and said her brother who is there always told her how hardworking I was and she begged me to finish the job for her as the contractor had delayed so much and she will pay me. I have finished the job including painting and building a showcase which she requested for later. Now she has refused to pay completely and sent a message through her brother that she will not pay and that I should collect whatever I think she owes me from the contractor who abandoned the job. My question is can I sue her since this is a verbal contract with no paper evidence in a small claims court? Can I also sue the contractor for non payment for work I did before he abandoned the project and other projects he did not fully pay me for? Thank you.
