Legal Question in Credit and Debt Law in New York

Student Loan Co-signer

I co-signed for a niece's student loan approximately 3 years ago. I realize this makes me a responsible party, but my niece has never paid one penney towards this loan and refuses any contact from the loan agency or myself. Her parents have taken some responsibility but often do not make payment. I would like to know what, if any, recourse I might have. Is it possible to sue my niece, the primary loan holder? If so, how would I go about that.
