ex husband refuse to pay court ordered expenses; what are my options to recoup these arrears?

Take him back to court and ask the court to hold him in civil contempt. Ask the court to give him a certain amount of time to follow the order or else place him in jail. Be sure to have a lawyer with you as he will be entitled to one.

If you are indigent you can go to Social services and explain that you are indigent because of his failure to pay his expenses and ask them to step in. Then the county attorney will go after him. The Courts on Long Island are tough on deadbeat dads, but you cannot expect relief if you act by yourself, you just will not present your case as well as a lawyer will...so get a good family court lawyer.
