Legal Question in Family Law in New York

My ex husband placed an order on my husband for spanking my son, who needed it, something he freely admitted. He texted me today telling me that he needs to claim one of our children this year on taxes because he owes. He says if do this he will drop charges-which we can prove as bogus. Thing is it violates our divorce decree, that he put together. Is what he is doing legal or is it blackmail?
