Can a person be prosecuted for a criminal and civil law case at the same time?

Yes, although technically, you're not being prosecuted in civil court, you're being sued in "civil" court as opposed to criminal court.

If your question asks - can a person be prosecuted for a criminal offense and simultaneously be sued by a person for a civil cause of action for the criminal offense - the answer is yes. Most people wait until the disposition of the criminal case because if there is any kind of conviction, then liability for the act is established and the Civil law suit will only involve the issue of damages to the individual plaintiff(s).
