Contractor didn't finish work

I paid for a half bathroom to be installed. The contractor charged me for two additional days worth of work to put up sheet rock AND run a heating vent to the room (old house, didn't have a heating vent before). Long story short, the heating vent was installed improperly and it looks great...but doesn't work. I made the mistake of paying him. He won't answer my calls. I told him that I would pay him for the supplies, but not the labor as it is his fault that he put it in wrong. Am I wrong? I've asked people, and they said he should be the one to fix it, but I should still pay for the supplies. Can I take him to small claims court, contact the Better Business Bureau? Please..I would love some guidance. He charged me $32 an hour for a day's worth of work that did nothing. I have my receipt still showing that he charged me for this. Is small claims court an expensive route to take? Please help? Thank you!

You can take hime to small claims court. You would seek damages to place the heating vent into working order. You will need either a paid receipt or two detailed estimates.
