Can a platif sue a defendent in any county other than the county that the defendent resides in?

It depends on the Court. So, in Supreme Court the plaintiff may sue the defendant in the plaintiff's county. However, in District, Civil or City court, the answer may be no. Certainly, in Small Claims Court, you must sue a defendant in the defendant's county.
