Vagrants rights

Ilive in an incorporated village. I live behind commercial zoning,thus there are stores situated behind my property. There are two vagrants who are mentally unstable that meet every morning in the parking lot behind me. They go thru the dumpsters, eat food, collect trash in garbage bAGS and house it all behind the fence of my property. The incorporated village officials said there is not much they can do because they are not on my property. The local police precinct doesn't want to be bothered. What can I do to remove these people from the area. Their trash will surely attract mice,rats etc. It has been verified that they both have homes, but they choose the street. I am unsure if they sleep in the lot overnight. It is a disgusting sight . I cannot live knowing they are there everyday with their garbage. What can I do?
