Legal Question in Employment Law in New York

I work for a well known retailer and was recently offered a promotion. Corporate posted my position online in an effort to fill the vacancy. After a month of doing the job and holding keys(which I had not previously done) for the store with no compensation in pay, I was told the promotion was not going to me. I then requested to hand in the keys and return to my previous position and was told I would lose my job if I turned in the keys. Furthermore, two male associates were given pay raises when they became keyholders a year ago. Their salary prior to becoming keyholders was also much higher than mine. Is this legal?
