Legal Question in Personal Injury in New York

I am a heavy smoker for almost 30 yrs. I started back in highschool when everyone else smoked there. Smoking was permitted on school grounds. As a matter fact, a large shed was built just for that reason right at the back door of the school. The teachers and sometimes even principles would come out and chat with us while we smoked. There was no reason to hide it. They allowed it to under aged kids knowing it was illegal. Enforced or not, it was still illegal. Today i am having health issues because i havn't been able to quit since i started in highschool. If the school district had taken a little more concern over the illegal smoking activity back then, iprobably would'nt be smoking today. Can thet be held liable for their negligence?
