Legal Question in Personal Injury in New York

my lawyer claims he cannot pay me

i was in court in bx in 2002. I had been injured in a car

accident. My lawyer did not do a very good job representing

me but I did not pursue it. I was awarded 5, 000 for costs.

after about a year. my lawyer said he was sending me a check

for 3000 and that i had to sign that i would not hold the

person liable.

I was told i didnt have to say that to receive the check.

my lawyer agreed but said it would cost more to have that

done. i said fine. he has been claiming that for various

reasons he cannot do it. he could not find the transcript

then he could not find the judge, etc etc.

it has been a long long time since the case. the accident

was in 1996.

what can i do.

thanks for your help
