Legal Question in Real Estate Law in New York

I have a mortgage in NY with citibank, I will be moving from NY to CA very soon and can't get rid of my condo for what I owe it. I'm looking to do a short sale but if that doesn't work I will foreclose. I have a checking and savings account with a separate credit union bank, but can citibank take moneys from my savings or checking?
