My parents passed away and me and my sister are both on the deed, She has been living there and has not payed any of the taxes or village bills. If i pay off the taxes and bills that total about $9,000 could i get legal ownership of the house?

No, but you may have the right to bring an action for partition, due to her failure to contribute to the costs of operating and maintaining the property. In a partition action you could ask to buy out her interest, among other available options. I suggest consulting a local attorney familiar with real estate and partition actions..
