Poison on the Lawn for Dogs
My neighbor put poison on his yard for the sole purpose of dissuading dog owners from letting their dogs walk on it. He posted a sign saying this. Is this legal?

I don't know if it is just a sign to frighten people, or did he really do it.
I would first call the police and then the SPCA ( they can be very helpful and can make an arrest).
Don't delay.
