Legal Question in Traffic Law in New York

Car registration, driver's license

My parents live in New York City and have a second home in Pennsylvania. While they are absolutely residents of Manhattan (paying taxes there, etc.), my father has a Pennsylvania driver's license and his car is registered in Pennsylvania (with PA plates). It has become imperative that my parents firmly establish their residency as being in Manhattan, so we are concerned about his license & registration. Now we are concerned that if he tries to right this wrong, he will be penalized in some way. Can he get in trouble with the law? Or might he have to pay a fine? He is 74 years old.

In addition to the previous advise posted relating to his driver's license, consider whether the change of residency will impact other matters. For example, if he obtained credit or applied for federal loans as a resident of PA you may want to research how this change would affect that transaction, if at all. In addition, how would his change in residency impact his overall tax status, if at all? Perhaps you should speak with your tax adviser, as well.

To transfer your father's license should not be a huge problem. There is no penalty unless he gets a ticket for driving with a license not of his residence. He should go to DMV and surrender his PA license and get a New York license.
