power of attorney?
mother is in hospital, sister has P.A. can other members of family be held responsible for unpaid debts in the event parent passes? and what can we do to assure that bills will be paid?

Other members of the family can not be held responsible for your mothers debts unless they sign for thm. So don't guaranty any debt and you will be ok.
It is up to the PA to pay the bills. She can be held accountable if she uses the money in any other fashion.
On the other hand there may not be enough money to cover the bills.
