rental lease agreement

is a resesidental rent/lease agreement binding without the signatures being notorized?

Yes. Unless there is a dispute over the signature, it is still valid. All a Notary really does is confirm that the person signing the document is who they claim they are - it is to prevent forgery (there are other purposes, but that is the major one).
