if the father of my 9 month old child is willing to sign away parental right to her bc he has done nothing for her since birth what do I have to do to get it done

First you need to realize that he is most likely willing to sign away his rights in order to avoid having to pay child support. You do realize that if you allow him to give up his parental rights you will not receive child support, right?
