Is there a sibling rights law?

My father and ex step mother adopted a baby together 9 years ago. They are now divorced. He gave up rights on my little sister. Now I am not able to see her or have any contact with her. I want to see her. Is there any sibling law that can help me?

You asked this of Georgia attorneys but say it involves NC law. If this is a NC law question, you need to ask it to NC attorneys as the laws of different states can be very different.
