Terminating parental rights in NC?

My ex husband has had no contact with our 2 children in 16 months. He has made one child support payment in that time (& that was only after the judge threw him in jail for failure to pay). I make a good living & do not need his money to support our children. He is more than willing to sign over the children completely to me. How do we go about making this happen, and what can I expect to pay for this? Any help would be great!

Well that really depends on where you live, and how "hungry " the attorneys are in your area. I would say roughly 25 hundred to 5 thousand would be a good starting point. Because in child/ domestic issues it may look like an easy slam dunk deal , then WWIII breaks out!
