Legal Question in Traffic Law in North Carolina

An 11 year old alleged hit and run charge

I was stationed in the military in North Carolina in 1995, I moved back to my home state of Ohio in 1997. recently it was time for me to redo my liscense photo only to find the state of North Carolina has a block on them alleging that I have a hit and run ticket there from 1995. I was trying to explain to this state that I did not have liscense nor a vehicle at the time, and asked them furthermore why are they charging me with this this after 11 years they are expecting me to drive there and come to court which is impossible for me to do right now. This is the most ridiculous thing I have ever dealt with in my life is this legal. I have no way to even try to find out if one of my roomates used my identity or anything seeing that this happened 11 years ago. I had my liscense remade in Ohio twice already in 1998 and 2002.
