You need to send stern warning letters that comply with the fair debt collections act that the accounts will be turned over for collections if payment is not forthcomming. Then you MUST follow through and send the accounts to collections through a local attorney or a collection agency.

I wouldn't bother with sending letters yourself. The Fair Debt Collections Practices Act is tricky and keeps changing yearly. You could get hit if you mess up and don't include the right information or are too demanding. There are agencies that either handle the collection and are fully coached in the FDCPA, or you could find a firm to "buy" the bad debts from you for say 50% of the value, then they would own the account and would then collect for themselves. You'd get paid, and they would have the headache. Or, you could simply sue using an attorney. Any of those options is more attractive than sending letters yourself. Good luck.
