Child coustody for fathers

I am engauged to a great man whom has three little girls, after the devorice his ex-wife was granted physical coustody even though she tried to give him one of the three. the magistrate said that she didnt want to split them up.We have several ploice reports, notes of observation,nasty phone messages,ect. And a hand full of ways that she is breaking the agreement.what do I do with it now? He wants to get coustody but we can not afford to pay a lawyer all that money up front and cant find one to take payments.The oldest one of the girls is 6 years old and is very adimate about wanting to live with us and the middle child is 5, and is now saying the same thing.Do you know of any lawyers who would take the case, for a reasonable amount or on payments.the kids are in such a nasty situation and we need to get them out but we need advice and legal help. And unfortunatly there are no legal groups that we can find that do the probono for fathers for coustidy,that we can find,so what can we do?

Thank you for your time and i really hope you can help us with our question,their situation is getting worse and he is losing hope on ever getting them.

The first question is what county has jurisdiction.
