Legal Question in Family Law in Ohio

My sister lives in Ohio with her on again and off again boyfriend, he is very verbally and mentally abusive to her. They have twins that are under 2, he is not on the babies birth certificate. Her drivers license is Michigan and she has been in a lease (apartment) for 3 months with him in Ohio. He is not working and she has a chance to come back to Michigan and work. Can she leave with her babies?

Under Ohio law, If there is no court order in place Restricting her movements or the children's movements Then she can go anywhere she would like with them. In order for the father to even establish his rights to paternity He will have to bring a lawsuit in the juvenile court. This would also entail him subjecting himself to the court's jurisdiction with regard to issues like child support.
