Can I be sued for medical bills even though I was never charged with a crime against a person

Yes. A civil lawsuit allows a plaintiff to sue a defendant for damages, often for actions based in negligence or actions based on intent (assault, battery, etc.). There is no need to institute criminal proceedings in such cases in order to file a civil lawsuit.
