termination of health care benefits

Is my company (school system) required by law to give written notification of termination of health care benefits? While scheduling surgery just yesterday I learned that my benefits will be terminated as of August 31, 2007. Reason: My administrator's association recently negotiated that the members who qualify and can get benefits from STRS would no longer be covered as of Sept. 1st. I was never notified, totally caught me off guard and must postpone surgery. Had it not been for scheduling this surgery I would have never known I wasn't covered! Again, doesn't the school system have a legal obligation to notify employees of termination of benefits? If so, what recourse do I have? My surgery was supposed to be scheduled for this coming November. With STRS I will have to pay the $500 copay then will have to pay it again in January, 2008. Either that or I wait until after January to have the surgery which isn't recommended. I will look forward to your answer and thank you, in advance for your time.
