Legal Question in Civil Rights Law in Oklahoma

My 21 year old daughter was told she could not get a state appionted lawyer because she is not in jail. Doesn't the contritution and the amanda right quarantee an appionted lawyer?

One is not entitled to a court-appointed lawyer in all cases. One is not entitled to a court-appointed lawyer 1) in civil cases; 3) if not yet charged with a crime; 4) if charged with a misdemenor which does not carry a potential sentence of jail time [florida]. Neither the Constitution nor the "Miranda" rights guarantee a court-appointed lawyer in all cases. Additionally, depending upon her financial resources, she may have to pay all or a portion of a state-appointed lawyer's fees.

One can always hire their own lawyer to defend them in any case.
