Contempt of Court for not paying back shicl support

Is the court able to hold a father in contempt of court for not paying back child support when he is already having his paycheck garnished for monthly child support payments for the same child? Should not have the agency who requested the garnishment asked for the back pay as well as the current pay at the same time?
