Bartering Agreements

In a Barter Agreement, if the services are not rendered does the employee who made the barter agreement with employer become entitled to money in exchange for services not received?

Perhaps. Usually this covered by written contract. If none I would recommend suing for Specific Performance or in the alternative for Quantum Meruit (value of contract services.) How much is at stake?
