if i am not in the state of oregon and am the father and am not present at the time of his birth kan i still be placed on the birth certificate

If you were not married to the mother at time of the child's birth, your name cannot be placed on the birth certificate until and unless your legal paternity of the child is established through one of the legal methods provided by law for doing so. Makes no difference whether you are in state or out of state at time of child's birth.
