Legal Question in Civil Litigation in Oregon

I recently had an exterminator diagnose my house w/ bedbugs. He then proceeded to spray chemicals throughout my house(with consent) and around my toddlers high chair and bottles(without my consent.) I also went out and spent close to $500 in products to clean and safe-gurard my belongings. Since then I have had 3 other exterminators come in for second opinions and they all agree that there are NO bed bugs. Does the exterminator owe me a refund? Should they be held responsible for the money i spent bacause of their misdiagnosis?

Since the first exterminator apparently destroyed your bedbugs, why would he owe you a refund? If he is competent, he took photos of the bugs before spraying. If you now have no bedbugs, he can credibly claim that he destroyed them.
