Legal means 1) according to the law; 2) proper to be recognized by the law; 3) cognizable in courts of law; 4) created by law; 5) lawful.

Assuming the letter from your lawyer accepts a settlement and is signed by both parties, then it would be a legally binding settlement agreement.
