Legal Question in Banking Law in Pakistan

i sold my land to a person who is very resourceful he gave me two cheques on 3rd Dec,10
1.worth Rs. 500,000 dated 5th dec,10
2.worth Rs. 2700,000 dated 25th Feb, 11
1st cheque has been cashed but when we submitted 2nd cheque the bank called me & said that person has stopped your payment due to unknow reasons, after 2 days they re-submitted cheque but the result remain same he stopped payment due to un known reasons.
now i have taken my cheque back from the bank.
on other side when i discuss this thing to that man he start making lame excuses like: dont worry meet me in morning meet at afternoo etc etc i go there daily wait for whole day but no result found he dont meet me.
kindly guide according to law, if i fix a FIR what will happen & how much it will take to sort out the issue.
