Legal Question in Employment Law in Pakistan

i am working in BS-18 as civil servent and the DCO transfered me so i filed a constitutional petition and the court granted me the releaf as "if the petitioner not releaved then status quo" but the department claims that on the joining of the other officer it is assumed that i releaved. now my question is this, that according to the punjab civil servent deligation of power rules 1983 only a transfering authority is compitent to releaved me but the department assumed that the concerned DEO is authority for this please tell me the exact law regarding the handing over and taking over the charge and procedure of releaving and who is the compitent authority for this act in punjab pakistan
