Legal Question in Appeals and Writs in Pennsylvania

I have a question, when I was 16, was in tenth grade in high school, I missed a lot of days in school and the school had fined me with a truancy fine. My guidance counselor went with me to court on it because in the state of Pennsylvania they suspend your license for 3 months if you get a truancy fine, well while we were at court the layer for Penn dot came in and he met with my lawyer at the time and they came up with what they could do.. they said they would give me a occupational license to go back and forth to work and school. Everyone agreed, Penn dot's lawyer said he would be sending me paperwork, but he never sent it. I called a couple times left messages and so did my guidance counselor. We left messages got no return phone calls or anything. My guidance counselor went to the district justice office where the judge was and she had talked to him, told him my situation and let him know why I was off school and told him how I was getting in there as much as I could and showed him all the progress I was doing and he did something to where I didn't get the fine for the truancy fine or anything, it does not even show up on my record, but for some reason they are still withholding my license from me.So I went on and did my three months thinking that maybe that's how they did the occupational license, I had my guidance counselor and my sister on my butt making sure I did everything correct by coming home right after work and school. Three months go by. I never heard anything from Penn Dot, my insurance company even talked to me one day because I asked them if my license said it was still under suspension and they said it didn't look like it. In July I will be 20 years old, this is almost a four year old issue that has never been resolved, I thought it was for the past couple years now but since I have to renew my license it has come to my attention now that they still want to suspend my license. I have 2 jobs and I am in the middle of enlisting in to the U.S. Marine Corps. This whole situation has become a big issue and i really don't know what to do I don't see how they can still suspend my license since the fine is not on my record nor did I ever receive the fine.

This is not an appeal question. Talk to a traffic attorney to get your driving privileges restored. If you had an attorney, you should have followed up with that attorney.
