Legal Question in Construction Law in Pennsylvania

I do not know what category of Law this fulls under..Here is the situation..

I hired a contractor to rebuild my deck railings and staircase at our summer home in Pa..

I paid him in full on 7-28-10.....he had completed the job.

My husband noticed a few things he was not happy with about 10 days later. I e-mailed the contractor and asked if he would give me a call so we could meet to discuss a few concerns. He e-mailed back and said give me a call. On 8-16-10 I called and got no answer. Left a message. 2 days later, no call, so I e-mailed him with the concerns and asked that he call or e-mail back with a time and date to meet.

It is now 10 days later and no return call. I have called him again today and asked that he please call me back as the time lapse has been too long.

What can I do to get him to return? Can I stop payment on a check that has already been paid to him by the bank? I think that would get his attention!.

We have used him in the past and have had no issues.

HELP!

Maybe he's on vacation, maybe his mom is sick, maybe his dog died. Mail a letter, leave a message every 3 days till he calls, and give him til after Memorial Day. Assume there is a reason he did not call back. Assume the best, (but prepare for the worst) and generally you'll get better results with people. If you attack him, you will not get the best out of him. In the future, you do not pay in full until you have someone iospect, and if you do not know construction, pay someone of you have to, but INSPECT before paying in full!
