shop lifting
is the 2nd time a misdimenor or a criminal offense. that is the 2nd time arrested for shop lifting a misdimenor or a criminal charge with a record. please advise

Second offense is a misdemeanor (a misdemeanor IS a criminal offense). If your last one was a misdemeanor, THAT was a criminal offense too.
If your first one was a summary, which is what I suspect, then it is not a criminal offense, but it's a first offense to determine whether this one is a misdemeanor.
AGAIN---A misdemeanor IS A CRIMINAL OFFENSE.
