a strange man rubbed my leg without my permission and said I have such a soft body. Then he offered me $100 not to press charges. Is this sexual harresmant

"Sexual harassment" is a civil litigation term, usually dealing with inappropriate behavior in the workplace. What you experienced implicates criminal law, and you should talk to your local police about pressing charges. It sounds like there's at least simple assault and harassment, but probably also a sexual assault of some kind as well. You should pursue this!

It's not simple assault. It's indecent assault and harassment. It's a criminal charge and you should report it to the police if you wish.
